Abstract
Presenta un planteamiento para una estrategia de desarrollo rural en Argentina denominada los proyectos catalizadores o proyectos locales. Dicho planteamiento se basa en la necesidad de proponer alguna alternativa para superar las condiciones de pobreza y la falta de participación de buena parte de los campesinos en América Latina, ante las dificultades y frustraciones producidas en materia de proyectos agrícolas, de desarrollo rural, o rural integrado dirigidos a éstos. La propuesta planteada se basa en que el proyecto agrícola se constituya en una estrategia para incrementar el poder de negociación de los pequenos productores frente a otros sectores sociales y para demandar democráticamente al Estado la satisfacción de sus necesidades y mayores niveles de participación en las decisiones de políticas que los involucran. El principal instrumento del proyecto -o proyecto catalizador- es la organización democrática o autogestionaria de los pequeños productores, vinculada a uno o más componentes de impacto en la producción, comercialización o agroindustrialización. El único supuesto de esta estrategia es la vigencia del sistema democrático y la consecuente decisión del Estado Nacional de abrir espacios para la participación de los estados provinciales y éstos a los municipales y las Organizaciones no Gubernamentales (ONG's) y fundamentalmente, a los productores organizados.
