Abstract
El documento hace mención a la más profunda crisis económica que enfrenta América Latina y el Caribe en los últimos 50 años. La década de los 80 ha sido identificada como la década pérdida. Durante este período, la región quedó rezagada del ritmo de crecimiento de la economía mundial y sufrió un deterioro evidente del nivel de vida de amplios sectores de la población. Un balance de lo acontecido en ese período pone en evidencia el agotamiento del modelo de desarrollo seguido en la región, basado en la sustitución de las importaciones industriales. La definición y alcances de un nuevo modelo de agricultura tecnificada e interdependiente está estrechamente ligada a la evolución del contexto económico global, en cuyo ámbito los drásticos cambios estructurales permiten identificar nichos potenciales para una nueva inserción económica y comercial. Las dos primeras secciones de este trabajo están orientadas a definir los alcances de la crisis y su impacto a nivel de América Latina y el Caribe. Seguidamente, se fundamentan las bases para definir un modelo alternativo de desarrollo con un mayor énfasis en la agricultura, y finalmente, se formulan algunas consideraciones sobre la cooperación europea-latinoamericana.
