América Latina y el Caribe (ALC) es la principal región exportadora neta de alimentos del mundo, cumpliendo un importante rol en la seguridad alimentaria y nutricional global y de la propia región. Durante el 2022, las exportaciones agroalimentarias de la ALC representaron el 16% de las exportaciones de productos agroalimentarios del mundo, de acuerdo con las estadísticas de OMC. No obstante, el escenario internacional actual presenta desafíos para la inserción de la región en los mercados agroalimentarios. Por un lado, el impacto de múltiples y sucesivos shocks, tal es el caso de la pandemia del COVID-19, los efectos causados por eventos climáticos extremos y el conflicto bélico en Ucrania, han resultado en un contexto de alta incertidumbre y volatilidad. La fragmentación de las relaciones económicas y comerciales globales derivada de los cambios geopolíticos, la posible disminución de la competitividad de las cadenas de valor debido a las restricciones de oferta de algunos insumos críticos y al aumento en los costos, y la mayor importancia de elementos políticos por sobre criterios de
rentabilidad en las decisiones de comercio e inversión, aumentan los riesgos a los que se enfrentan los
países de ALC en la economía mundial. Por otra parte, y de manera creciente los países y empresas
comienzan a adoptar, normas y estándares basadas en preocupaciones por el ambiente, la salud y la
nutrición, que afectan la producción, el consumo y el comercio de agroalimentos. Estas medidas pueden
convertirse en verdaderas restricciones al comercio internacional, con consecuencias sobre los precios y
las cantidades, afectando la seguridad alimentaria y el bienestar de las personas en ALC y el mundo.
Ante este escenario, en el presente trabajo se propone avanzar sobre este segundo grupo de factores, con
énfasis en los siguientes objetivos: identificar las principales normas y reglamentos internacionales, regionales y nacionales vinculados con la protección del ambiente, su potencial impacto en el comercio agroalimentario de ALC y brindar elementos para la elaboración de una posible hoja de ruta para que los países de la región aborden estos desafíos de manera colectiva.
