Presenta la estrategia país para el periodo 201-2018, tomando en cuenta el análisis del contexto del sector agrícola, la visión y tendencias en la agricultura y la vida rural, los retos y oportunidades, las necesidades y solicitudes de cooperación técnica y de desarrollo de capacidad, así como los instrumentos de acción.
