Abstract
Se analizan las oportunidades de una modernización democrática e incluyente de la agricultura en América Latina y el Caribe (ALC) en el actual contexto de cambios internacionales. Ello es posible, dado el carácter estratégico del sector, siempre y cuando el reto de una incorporación dinámica al mercado mundial, se asuma sobre la base de un acuerdo son: industrialización de la agricultura, participación de los pequeños productores y sostenibilidad ecológica. El trabajo se divide en cinco partes: la primera discute los principales desafíos que presenta el contexto internacional y se analizan las condiciones y potencialidades sociopolíticas de nuestros países para responder a dichos desafíos. En la segunda se analizan la evolución de la estructura agraria; los principales actores rurales, empresarios, y campesinos, determinándose el peso relativo de cada uno, sus procesos de trasformación, su organización sociopolítica y los desafíos que estos actores presentan para una modernización incluyente. En la tercera parte, se establecen las tendencias en la economía internacional y los posibles escenarios para América Latina, en general, y para el sector agropecuario, en particular. En la cuarta se exploran con mayor detenimiento los requerimientos de la modernización incluyente para el sector agropecuario, haciendo especial referencia a las reformas institucionales. Finalmente, en la última parte, se estudian las implicaciones de dichos requerimientos para el desarrollo rural.
