La economía campesina en la estrategia de reactivación del sector agropecuario de América Latina y el Caribe

Los temas y problemas relacionados con la pobreza rural, la economía campesina y el desarrollo rural son afines, se manejan en forma muy asociada y con algún grado de confusión. Frente a la situación de crisis, su relevancia es inmensa y la solución de los problemas relacionados con el sector rural requieren de políticas bien estructuradas, que contribuyan a superar las causas de la pobreza rural y la reactivación de las economías de América Latina y el Caribe (ALC). Destaca que la reactivación de la agricultura debería basarse en estrategias de acción diferenciadas, dirigidas a los distintos estratos de productores, que conlleven como elemento central de su dinámica el crecimiento económico global. Las estrategias para incentivar la agricultura campesina deberán fundamentarse en las diferencias importantes que prevalecen en el sector agropecuario de ALC, entre la agricultura comercial que demanda el uso de tecnología moderna exigente en capital y que utiliza mano de obra estacional; y la agricultura campesina que dispone de poca tierra y organiza su producción para asegurar la reproducción de su fuerza de trabajo y con base al trabajo familiar realiza el proceso productivo. Contiene un análisis sobre la situación que antecede y sugiere las estrategias de políticas para potenciar la agricultura campesina en el proceso de la reactivación económica de ALC.
