Desarrollo de un mecanismo de incentivo para México para la implementación de sistemas silvopastoriles hacia una ganadería sostenible usando como referencia a los estados de Campeche, Chiapas y Jalisco

En este artículo se presenta una propuesta de línea de crédito con asistencia técnica para motivar a los productores y productoras pecuarios en los estados de Campeche, Chiapas y Jalisco. Como primer objetivo se realizó una revisión de literatura sistematizada para conocer las experiencias de los mecanismos de incentivos en México, en Latinoamérica y el mundo en el sector agrícola. En segunda instancia, y utilizando la metodología de Análisis de Multicriterios, se formaron tres grupos de personas: el primer grupo incluyó a los productores y productoras adscritas al proyecto BioPaSOS (n=101), con quienes se realizaron doce talleres participativos (n=4 por estado); un segundo grupo integrado por expertos (n=32), a los cuales se les realizaron entrevistas semiestructuras y encuestas e incluyó a los coordinadores de área y el personal técnico del proyecto, a los funcionarios públicos con experiencia mayor a 5 años en el sector primario, a directivos de la banca privada y a ciertos productores medianos y grandes. Por último, un tercer grupo de estudiantes (n=21) a quienes se les encuestó también, formado como grupo paralelo de validación exclusivamente, ya que no fue considerado para la propuesta. Los resultados permitieron proponer como incentivo una línea de crédito verde con asistencia técnica de acompañamiento con el objetivo de financiar proyectos de inversión integrados para la implementación de sistemas silvopastoriles con las condiciones adecuadas y requeridas por el sector ganadero. Por último, se diseñó el plan de monitoreo, el cual incluye los aspectos agronómicos, económicos y ambientales y la evaluación de impacto.
