Serie Electrifição Rural Sustentável e o Uso das Fontes Renováveis de Energia 1
Abstract
O atendimento com energia elétrica apresenta atualmente uma taxa de universalização bastante expressiva , superior a 99% da população, principalmente quando consideradas as dimensões continentais do país. Esse número só foi possível graças ao significativo avanço da eletrificação no meio rural brasileiro nos últimos 16 anos, uma vez que podemos afirmar que esse serviço no meio urbano já pode ser considerado universalizado.
Atribuímos esse avanço da eletrificação rural, basicamente, aos recentes programas do
Governo Federal, como o Programa Nacional de Eletrificação Rural- Luz no Campo e o Programa Nacional de Universalização do Acesso e Uso da Energia Elétrica -Luz para Todos , instituídos com o viés principal da garantia da modicidade tarifária. O Programa Luz no Campo foi instituído por Decreto do Executivo, de 02 de dezembro 1999, com o objetivo de promover a melhoria das condições socioeconômicas das áreas rurais do Brasil, tendo por característica básica o prolongamento das redes de distribuição existentes, com a utilização de recursos oriundos de financiamento do Governo Federal pela Reserva Global de
Reversão -RGR, complementados por recursos dos governos estaduais, dos agentes executores e dos próprios beneficiados do programa. Ao final do Programa, aproximadamente 650 mil famílias haviam sido beneficiadas.
