Funding agricultural research

Abstract

Punding of agricultural research is one of the basic deterainants of the ability of a country to produce new technology and effectively utilize existing one, This paper analyzes agricultural research funding exphasizing three inter- related subjects: the level of funding and its profitability; private vs. public research; and the institutional mechanisms by which funds are channeled to research institutions. Funds allocated to agricultural research in Latin America increased dramatically during the seventies and seem to have tapered off with great variations among countries and considerable instability in most of them. The present fiscal crisis suggests that the level of funding will be a growing problem in spite of its high social profitability. Private funding of research has increased in recent years introducing biases in the total allocation of resources in favour of certain types of research and certain products and agricultural systems. At the same time private funding has acceler- ated the tendency towards project funding as opposed to the rore traditional institutional funding.

El fomento de la investigación agrícola es uno de los obstáculos básicos de la capacidad de un país para producir nueva tecnología y utilizar eficazmente la existente. Este artículo analiza el financiamiento de la investigación agrícola y destaca tres temas interrelacionados: el nivel de financiamiento y su rentabilidad; investigación privada versus pública; y los mecanismos institucionales mediante los cuales se canalizan los fondos a las instituciones de investigación. Los fondos asignados a la investigación agrícola en América Latina aumentaron drásticamente durante los años setenta y parecen haber disminuido con grandes variaciones entre países y una considerable inestabilidad en la mayoría de ellos. La actual crisis fiscal sugiere que el nivel de financiamiento será un problema creciente a pesar de su alta rentabilidad social. La financiación privada de la investigación ha aumentado en los últimos años introduciendo sesgos en la asignación total de recursos a favor de determinados tipos de investigación y determinados productos y sistemas agrícolas. Al mismo tiempo, el financiamiento privado ha acelerado la tendencia hacia el financiamiento de proyectos en oposición al financiamiento institucional tradicional.
