El documento explica que en la mayor parte de las zonas áridas y subhúmedas secas, la precipitación pluvial generalmente es insuficiente para satisfacer la necesidad de agua de los diversos cultivos. Lo anterior, indica la urgente necesidad de establecer y reforzar programas y proyectos sobre sistemas de captación y aprovechamiento del agua de lluvia con el objeto de mitigar los efectos de la sequía, aumentar los rendimientos unitarios de los cultivos y mejorar las condiciones de vida de los productores
