Abstract
El documento tiene como propósitos presentar una reconceptualización del enfoque de coordinación a nivel de proyecto o programa, precisar sus elementos constitutivos, y clarificar el uso que la Dirección puede darle al proceso coordinador, para incrementar la efectividad del manejo y aprovechar su poder gerencial. La sección II, describe el marco referencial conceptual en donde se le da ubicación al proceso de manejo dentro de la tarea directiva contínua, permanente e iterativa de Planificación-Ejecución en que se ve envuelto el sistema Institucional Agropecuario. En la sección III, se enfatiza la necesidad de un enfoque de manejo adaptable en lugar de una aplicación en forma rígida e inflexible, con el fin de lograr un efecto apropiado de acuerdo a la naturaleza del proyecto y a la naturaleza del entorno ambiental en que deberá ejecutarse. En la sección IV, se define la naturaleza del proceso coordinador, al interior de un proyecto o programa; así mismo, se define la función que cumple como también la naturaleza de los resultados que deberá generar. Por último, la sección V, enfoca el análisis hacia la identificación de los factores diversos que definen el entorno ambiental que rodea la ejecución y las influencias de éstos sobre el componente de coordinación y vinculación. Se incluye un estudio de caso para ser utilizado en actividades de capacitación centradas en este importante componente del manejo.
