Abstract
El documento presenta en el primer capítulo de la primera parte, los cambios que está generando la aplicación de la biotecnología en el sector agropecuario, se plantean los futuros alcances de las nuevas biotecnologías para los próximos diez años y se analizan posibles impactos. El segundo capítulo enfoca el estado actual y el potencial de desarrollo del área biotecnológica en Uruguay. En el tercer capítulo: Evolución reciente de la producción y tecnología agropecuaria en Uruguay, se reseñan dos grandes condicionantes de las oportunidades que pueden presentar las biotecnologías para el desarrollo del sector agropecuario: a) el tamaño económico de los diversos subsectores y, b) su desarrollo tecnológico y competitividad. El cuarto capítulo: Selección de rubros prioritarios, señala que ante la necesidad de focalizar y acotar el tema biotecnológico a los rubros y las técnicas de mayor relevancia, se estableció una priorización; para ello se adopta una metodología para seleccionar rubros y técnicas. Aunque pueda no ser perfecta, dicha metodología es suficientemente clara y coherente con el grado de conocimiento de los criterios empleados como para otorgarle utilidad al ejercicio global. Capítulo 5: Oportunidades de las biotecnologías, repasa algunas de las preocupaciones productivas más reiteradas en los últimos tiempos, observadas desde una óptima biotecnológica. El capítulo 6 enfoca las propuestas de acciones estratégicas y operativas. En esta primera parte se vieron varios aspectos de las agrobiotecnologías desde su contexto en el escenario mundial hasta una propuesta estratégica para su desarrollo en Uruguay y bajo un plan de acción de corto plazo. En la segunda parte se propone una atención a las líneas específicas de crédito en complemento a los presupuestos para el área de ciencia y tecnología; a la certificación de semillas y plantas; al control de calidad y del comercio de los nuevos productos biotecnológicos; y a la correcta información del público sobre el uso de esos nuevos productos. Se recomienda que el Gobierno Uruguayo siga adoptando un papel orientador y promotor, con el objetivo de crear condiciones para la entrada del sector privado y posibilitar a corto plazo una integración institucional bastante efectiva, en lo local, regional e internacional.
