Abstract
Se presentan las características territoriales y demográficas generales de México, incluyendo su demarcación regional y los datos sobre la estructura de la población económicamente activa. Se hace una síntesis del programa económico gubernamental para el período 1983-1988, así como un análisis de los lineamientos básicos de la política macroeconómica y sus implicaciones sectoriales. Se analiza al subsector campesino, su estructura, movilización y demandas. Se presenta una síntesis del marco legislativo que rige sobre las políticas de desarrollo rural integral, así como una descripción de la estructura de la administración pública federal ligada con el sector. Se presenta los principales programas de desarrollo rural integral, se evalúa un programa específico: el Programa Lluvia, Tequio y Alimentos y un resumen analítico de los que lo precedieron. Al final, se consideran los elementos mínimos para lograr una reforma rural y se anexa un conjunto de cuadros estadísticos, organigramas, y esquemas.
