El proyecto tiene busca potenciar, a partir de las lecciones aprendidas de ALC y de las comunidades europeas, el impacto de las tecnologías de información y comunicación como instrumento para el desarrollo de los hogares, las empresas y las instituciones de los territorios rurales. El proyecto busca los resultados; insumos para la construcción de políticas públicas transversales en materia de TIC para los territorios rurales seleccionados; herramientas TIC específicas que han tenido éxito en Latinoamérica y Europa, y que pueden solventar algunos de los cuellos de botella identificados en el mercado de TIC de los territorios rurales seleccionados dentro de la ECADERT; patrones de consumo de productos y servicios TIC de gran interés para la empresa privada; estrategias empresariales entre empresas privadas,
proveedores de TIC, universidades, entes reguladores en telecomunicaciones, etc.; al menos 12 perfiles de proyecto bancables y financiables por instituciones financieras locales o internacionales que tienen como operativizar las propuestas resultantes; red de trabajo regional, que formará parte de la ECADERT, que le dará seguimiento a la implementación y monitoreo de la estrategia que potencia a las TIC como instrumento de desarrollo rural en los países centroamericanos.
